The WhatsApp Business API is not a better version of the WhatsApp Business app, it is a different product for a different job. The app is a phone application where a person reads and answers chats. The API, which Meta now calls the WhatsApp Business Platform and serves through its hosted Cloud API, lets software send and receive messages: your booking system sends the reminder, your store sends the order confirmation, your cargo integration sends the tracking link, and your team answers from a shared inbox instead of one handset. The useful question is not which one is better. It is whether your business needs messages that are triggered by a system rather than typed by a person.
The free WhatsApp Business app covers more than most small businesses use. According to WhatsApp's help centre it runs on one phone plus up to four linked devices, and it includes a business profile, a product catalogue, quick replies, greeting and away messages, and labels for sorting chats. Its limits are structural: broadcast lists only reach contacts who have saved your number in their address book, automation stops at canned replies, and nothing in the app can react to an event in your own software. A single-location salon or clinic where the front desk answers every message is well served by the app, and paying for an integration before you hit those limits is budget spent too early.
The API becomes the right tool at three specific points. First, when messages should fire from your own data: an appointment 24 hours away, an order that just shipped, a payment that failed. Second, when more than a handful of people need to answer from one number with assignment, history and handover. Third, when you want structured automation, such as a reminder with confirm and reschedule buttons that writes the answer straight back into your calendar. Meta hosts the Cloud API itself. The older self-hosted On-Premises API stopped delivering messages after its final version expired on 23 October 2025, so in 2026 every integration runs on Cloud API, either connected directly or through a Business Solution Provider (BSP) that adds an inbox, a template manager and support on top.
Pricing changed shape on 1 July 2025, when Meta moved from conversation-based billing to per-message billing. As of October 2026 you are charged per delivered message, at a rate set by the message category and the recipient's country calling code, so a message to a +90 number is billed at the Turkey rate wherever your company is registered. There are four categories. Marketing covers promotions, offers and re-engagement. Utility covers follow-ups to something the customer did, such as order confirmations, shipping updates and appointment reminders. Authentication covers one-time passcodes. Service covers free-form replies inside a conversation the customer started. Monthly volume tiers can lower utility and authentication rates for high-volume senders.
1 October 2026 is the date to plan around. Until then, Meta's documentation stated that free-form service replies and utility templates sent inside an open customer service window cost nothing. From 1 October 2026, Meta's updated pricing documentation says both are charged per message, with service messages billed at the same rate as utility and authentication messages in each market and without volume tiers. The same update introduces a monthly free tier of 1,000 delivered service messages per business phone number, which does not roll over, and message reactions stay free. The 72-hour free entry point window, which opens when a customer reaches you from a Click to WhatsApp ad or a Facebook Page button, also remains free. If your cost model assumed that every reply to a customer is free, it needs updating this month.
For Turkish numbers the cost per message is small, and only marketing becomes large in aggregate. Meta's USD rate card effective 1 October 2026, as republished by its solution partners, lists Turkey at $0.0109 per marketing message and $0.0009 per utility and authentication message, after Meta lowered Turkey's utility and authentication rates on 1 April 2026. Service messages beyond the free tier follow the same $0.0009. Take a clinic that, in one month, sends 2,000 appointment reminders, answers 3,000 patient messages and runs one campaign to 5,000 opted-in patients: the reminders cost about $1.80, the 2,000 service replies above the free tier cost about $1.80, and the campaign costs about $54.50. That is roughly $58 a month in Meta fees, more than 90% of it marketing. Meta revises rate cards several times a year, so check the live rate card before you give finance a number, and remember that BSP subscriptions and per-message markups are billed separately and at low volume often exceed Meta's own fees.
The 24-hour customer service window decides what you are allowed to send. When a customer messages you, a window opens for 24 hours from their last message, and inside it you can reply freely. Outside it, the only thing you can send is a template that Meta has approved in advance. Templates are categorised as marketing, utility or authentication, and the category is not yours to pick freely: since 9 April 2025, a template submitted as utility that Meta judges to be marketing is approved as marketing, and Meta runs recurring checks that re-categorise templates already in use. Putting a discount code into an order confirmation turns a $0.0009 message into a $0.0109 one. Write utility templates that only do the utility job, and run promotions as honest marketing templates.
New senders start small by design. Meta's messaging limit is the number of unique users you can reach with business-initiated messages outside a customer service window in a moving 24-hour period, and it is shared across every phone number in your business portfolio. New portfolios start at 250 and move up through 2,000, 10,000, 100,000 and unlimited. Completing business verification, sending high-quality templates and steadily using at least half of your current limit are what raise it, while blocks and reports from recipients lower your quality rating. Plan the first weeks as a ramp, not a launch: start with reminders and confirmations customers expect, and leave the 20,000-number campaign until the account has a track record.
Bulk WhatsApp marketing in Turkey is legal only with prior consent, and that consent has to be registered in İYS. Law No. 6563 defines a commercial electronic message as a message sent for commercial purposes through means 'such as' phone, call centres, fax, e-mail and SMS. The list is open-ended, and promotional WhatsApp messages are widely treated as falling inside it. Article 6 requires the recipient's prior consent, but when a customer gave you their contact details so you could reach them, messages about changes to, use of and maintenance of the goods or services they obtained need no separate consent, which is why order updates, cargo tracking and appointment reminders are treated differently from campaigns. Messages to merchants and tradespeople are also exempt from prior consent. Article 11 makes consents that are not transferred to the Ministry's system invalid, and that system is İYS. Recipients can refuse at any time, and sending must stop within three business days of a refusal. For 2026 the fine for sending without consent is 2,859 to 14,309 TL per violation, and the law allows up to ten times that when a non-consented message goes to several people at once. AI chatbots are allowed on WhatsApp when they serve your own customers. Meta's WhatsApp Business Platform terms, last updated on 23 September 2026, prohibit 'AI Providers' from using the platform to offer large language models, generative AI platforms or general-purpose AI assistants when that AI is the primary product, and the restriction has applied to all accounts since 15 January 2026. A bot that books appointments, answers order questions or qualifies leads for your business is the use Meta still supports. Meta also sells its own option: since 1 August 2026, messages generated by the Meta Business Agent are billed per token at $2.00 per million tokens, which Meta estimates at roughly 4 to 5 US cents per message. Whatever engine you use, design the bot for a narrow set of tasks with a visible route to a person, because a bot that cannot hand over produces exactly the blocks and reports that cut your messaging limit.
A sane integration has six parts. A webhook endpoint that verifies Meta's signature, stores every inbound event once even when Meta retries, and responds quickly. A template registry in your codebase, so the wording, category and approval status of every message are reviewed like code. A consent record that stores when and how each number opted in and is checked against İYS before any marketing send. A link to your CRM or booking system, so a confirm button updates the appointment instead of opening a chat for staff to read. A shared inbox with assignment and human handoff. And cost guardrails: a daily cap on marketing sends, alerts when spend or block rate jumps, and a dashboard that splits spend by category. The mistakes we see most often are predictable. Importing an old contact list and blasting it, which triggers blocks, drops quality and can get the number restricted. Disguising promotions as utility templates, which Meta re-categorises anyway. Running the business on a personal number that cannot move to the platform cleanly. Leaving out the opt-out path that both Meta and Article 8 of Law No. 6563 expect. And building the bot before the booking or order flow it is supposed to automate.
